# Fire NOC: What It Is and Who Issues It

> A fire NOC is the no-objection certificate a state or city fire service issues to confirm a building's fire safety provisions meet the applicable requirements. Buildings above certain heights, areas or occupancy thresholds need it — typically a provisional clearance at design stage and a final one before occupation.

## Why it matters

Occupation, insurance and sometimes financing depend on the fire NOC. Because it
rests on both drawings and installed systems, fire protection has to be designed
correctly from the start — changing escape routes or pump rooms late is far
harder than getting them right on paper.

## How it works in practice

| Stage | Typical content |
| --- | --- |
| Provisional / design stage | Drawings of exits, separation, fire systems |
| Construction | Systems installed to the approved design |
| Final / occupancy stage | Inspection and testing of installed systems |
| Renewal | Periodic renewal where required by the authority |

## Common mistakes

- **Treating it as paperwork at the end.** It depends on design decisions made at
  the start.
- **Fit-out changes not reflected.** Re-partitioned floors can change escape
  routes and coverage.
- **Systems not maintained.** Renewals and inspections expect working systems.

each state's fire service rules.

## Frequently asked questions

### Who issues the fire NOC?

The fire service of the state or city — for example Delhi Fire Service in Delhi, Haryana Fire & Emergency Services in Gurugram and Faridabad, and Uttar Pradesh Fire & Emergency Services in Noida and Ghaziabad. Our city pages list the authority for each location.

### What does the fire NOC depend on?

Drawings showing escape routes, exits, fire separation and fire protection systems, and on inspection of the installed systems — hydrants, sprinklers, detection and alarm, pumps and tanks — matching those drawings.
